To determine whether or not there is a lock device in a specific area further accurately.SOLUTION: A measurement unit 33 measures the reception intensity of a measurement signal which is transmitted from one of a key side communication unit 42 and a lock side communication unit 32 and which is received by the other. A determination unit 34 determines, based on the reception intensity of the measurement signal measured by the measurement unit 33, whether or not there is a lock device in a previously set specific area. At least one of an electric lock control device 3 and the lock device performs different processing depending on the determination result of the determination unit 34. A plurality of antennas ANT1 and ANT2 of the lock side communication unit 32 function as at least a diversity antenna that transmits or receives the measurement signal.SELECTED DRAWING: Figure 1
