To provide a bicycle parking device and a bicycle parking system which enable a user to secure a bicycle parking space for him/her without fail.SOLUTION: A parking device 10 for parking a bicycle 1 includes a holding body 16 for holding a front wheel 3 of the bicycle 1 between a pair of holding portions 22a and 22b, a blocking bar 28 for blocking entry of the front wheel 3 between the pair of holding portions 22a and 22b, and a lock mechanism 32 for locking the blocking bar 28, the lock mechanism 32 releasing the lock of the blocking bar 28 when the bicycle 1 to be parked is a particular one.SELECTED DRAWING: Figure 1
