To provide an opening structure and a building in which a heat insulation line is not easily divided at the position of an opening frame.SOLUTION: The opening structure according to the present invention is an opening structure in which an opening frame is disposed in an opening formed in an outer wall. The outer wall includes a heat insulating material in the wall, and the opening frame includes a nonmetal portion on the indoor side. A flow inhibition portion is provided which inhibits air from flowing between the heat insulating material and the nonmetal portion.SELECTED DRAWING: Figure 1
