To provide a natural lighting control device and the like capable of suppressing glare and efficiently performing natural lighting.SOLUTION: A natural lighting control device 20 comprises: a control unit 26 for controlling a natural lighting device 30 capable of changing an optical state of a predetermined surface 91 through which light passes to a light distribution state in which incident light is bent and emitted by total reflection, for each region; an acquisition unit 22 for acquiring positional information on a person detected by a sensor 10; and a determination unit 24 that on the basis of the positional information, determines a region whose optical state is to be changed on the predetermined surface 91. The control unit 26 changes an optical characteristic of the natural lighting device 30 to change an optical state of the region determined by the determination unit 24.SELECTED DRAWING: Figure 1
