To provide a vibration control upper foundation structure for improving earthquake resistance in a footing structure manufactured using the vibration control upper foundation structure.SOLUTION: A vibration control upper foundation structure 100a includes: a concrete portion 106 in which a base reinforcement 116 is buried; a plurality of bag-shaped nuts 112 each of which lower part is buried in the concrete portion 106 and each of which upper part is exposed from the concrete portion 106; an anchoring plate 114 which is provided on the upper part of each of the plurality of bag-shaped nuts 112 and of which tip protrudes from each of the plurality of bag-shaped nuts 112; and an annular reinforcement 115 provided in contact with at least two or more of the plurality of bag-shaped nuts 112.SELECTED DRAWING: Figure 1
