To provide a structural material for building having a structure that is difficult to be damaged by both of external forces of compression and tensioning, and a building.SOLUTION: A structural material for building includes a first long member which is made of a carbon fiber-reinforced plastic and has a cylindrical shape, and a second long member which is inserted to the inside of the first long member and is made of metal, in which the first long member and the second long member are mechanically joined to each other at both ends in an axial direction of a mutually overlapping region, and are not joined in the central part in the axial direction of the overlapping region.SELECTED DRAWING: Figure 2
