To provide an instantaneous heating exchanger that can prevent boiling noise or scale from occurring due to the locally raised surface temperature of a heating body even in a case where the heating body is downsized, and a sanitary cleaning device.SOLUTION: An instantaneous heat exchanger that heats water to hot water, comprises: a heating body that heats water; and a case that covers the outer periphery of the heating body and forms a flow passage for flowing water to be heated by the heating body between itself and the heating body, wherein in at least one of the heating body and the flow passage, an average heating amount per unit amount of water flowing on the upstream side of the flow passage is larger than an average heating amount per unit amount of water flowing on the downstream side of the flow passage.SELECTED DRAWING: Figure 1
