To achieve prediction with high accuracy over a wide area for a disaster caused by rainfall.SOLUTION: A disaster prediction system comprises: underground moisture content acquisition means 201 that acquires an amount of moisture under the ground at a specific point; ground surface moisture content acquisition means 202 that acquires the amount of moisture on a surface of the ground within a certain range including the specific point; and estimation means 203 that, based on an underground moisture content at the specific point and the ground surface moisture content within a certain range, estimates a parameter representing the underground moisture content at an arbitrary point included in the certain range or characteristics of soil at the arbitrary point included in the certain range.SELECTED DRAWING: Figure 8
