To provide a management system capable of appropriately moving both the following vehicles when automatic driving vehicles and vehicles transported by a transport device are mixed, and to provide a management device, a management method and a program thereof.SOLUTION: A management system comprises a vehicle transport device for transporting a vehicle entering an inside of a management area, and a management device for managing the inside of the management area. The management device comprises a determination unit for determining whether or not transportation of an object vehicle that has entered the inside of the management area is necessary, and a first control unit for transporting the object vehicle to a target transport location point by controlling the vehicle transport device when the determination unit determines that the transportation of the object vehicle is necessary.SELECTED DRAWING: Figure 1
