To provide a management device, a monitoring system, a management method, and a program that can discriminate if a visitor who visits a home or a shop is a visitor who has a right reason for the visit or an unauthorized intruder who does not have a right reason for the visit automatically and can conduct proper processing according to the discrimination result.SOLUTION: A management device 100 of a condominium 30 has a device main body 101 comprising a detector 102 detecting a person who stands at outside of an entrance to a certain area of a building, an estimation part estimating necessity of specific processing from the person who stands at outside of the entrance detected by the detector on the basis of a learning result of a relationship between the person who stands at outside of the entrance to the certain area of the building and necessity of the specific processing, and a processing part conducting the specific processing when the estimation part has estimated that the specific processing is necessary.SELECTED DRAWING: Figure 1
