To provide a hydraulic control device that can simplify a configuration of a hydraulic system for supporting electric control, and to provide a construction machine.SOLUTION: A hydraulic control device 5 includes: a high-pressure selection unit 10 for selecting an oil passage with higher pressure from two oil passages 8, 9 corresponding to bidirectional drive system included in a hydraulic drive unit 200 that is driven by hydraulic pressure; and a direction switching unit 20 including a switching valve 20C for switching an operation direction of the hydraulic drive unit in accordance with an operation direction corresponding to the oil passage with higher pressure.SELECTED DRAWING: Figure 3
