To eliminate the need for end restraints such as curbstones.SOLUTION: A paving method using a pavement block 9 includes the steps of: forming a roadbed layer 3 on a roadbed; adhering the pavement block 9 positioned at least at the end of a pavement block laying area to the roadbed layer 3; forming a sand layer 5 on the roadbed layer 3 in the pavement block laying area for laying a pavement block other than the pavement block adhered to the roadbed layer 3; and laying the pavement block 9 on the sand layer 5.SELECTED DRAWING: Figure 5
