To provide a local cleaning device and a flush toilet capable of keeping a shutter clean.SOLUTION: The local cleaning device includes: a local cleaning nozzle 7 that is stored in a casing in the retracted state and discharges local wash water from the tip in the state of advanced forward through nozzle opening 3 formed on the casing; a shutter 12 that opens and closes the nozzle opening 3, and when the nozzle opening 3 is opened, at least a part of which is pulled inside the casing; and a cleaning mechanism 24 that is arranged inside the casing to execute cleaning of at least the part of shutter 12 pulled inside the casing.SELECTED DRAWING: Figure 12
