To provide a local cleaning device and a flush toilet capable of keeping a shutter clean.SOLUTION: The local cleaning device includes: local cleaning nozzles 7, 8 that are arranged to come out and retract through a nozzle opening and discharge washing water from the tip when advanced forward; a shutter 12 that opens and closes the nozzle opening; a casing formed with the nozzle opening for accommodating the local cleaning nozzles 7, 8; and a nozzle/shutter interlocking mechanism 31 that is configured to proceed and retract the local cleaning nozzles 7, 8 and is interlocked with the proceeding and retracting movement of the local cleaning nozzles 7, 8 to cause the shutter 12 to open and close in a non-contact manner with the local cleaning nozzles 7, 8.SELECTED DRAWING: Figure 5
