To provide a monitoring device, monitoring program, and monitoring system for providing appropriate information corresponding to a state.SOLUTION: A monitoring device (10) includes: a movement direction identification section (103) for identifying a movement direction of a detection object person who blocks an electromagnetic wave in a facility with a light projection/reception section arranged therein based on detection signals to be output respectively by a plurality of optical receivers (14a, 14b) which receive an electromagnetic wave radiated from one associated projector (13); a state determination section (102) for determining a state of the facility based on at least one of a present time and a disaster; and a notification control section (104) for selecting information to be provided to a detection object person based on a state determined by the state determination section and a movement direction identified by the movement direction identification section, and controlling notification of the information to a detection object person through the use of a notification section (12) arranged in the facility.SELECTED DRAWING: Figure 2
