To provide an electrochemical treatment system for reinforced concrete, which makes it possible to quickly attain a stable voltage because of good permeability of electrolytes into concrete while suppressing evaporation of electrolytes.SOLUTION: An electrochemical treatment system for reinforced concrete comprises an internal electrode, i.e., a reinforcing steel rod buried in the concrete, a first electrolyte-holding material 22 that holds electrolytes, an external electrode 20 installed on the surface side of concrete and a second electrolyte-holding material 24 that holds electrolytes, which are arranged in this order.
