If vibration has been detected within a predetermined first period T1 going back from a reception time of a trigger signal S12 from a state of communication with a vehicle 8, the control unit controls a region determination unit 13 to determine whether a reference position 100 is included in a second region 882 obtained by expanding a first region 881, during a predetermined second period T2 after the reception time.
