To provide a parking lot information management system in which moving speeds of vehicles included in vehicle rows waiting for entry can be estimated.SOLUTION: A parking lot information management system 30 includes: a starting number acquisition unit 41 for acquiring the number of starting vehicles, which is the number of vehicles of which starting switches 15 are turned on during a starting monitoring period from the plurality of vehicles 10 parked in parking spaces of a parking lot; and a moving speed derivation unit 44 for deriving the moving speeds of vehicle rows, which are the moving speeds of vehicles included in the vehicle rows waiting for entry that are a plurality of vehicle rows waiting outside of the parking lot for the purpose of entering the parking lot, based on the number of starting vehicles acquired by the starting number acquisition unit 41.SELECTED DRAWING: Figure 1
