To make it possible to notify only a necessary user terminal that a door of a residence has been unlocked.SOLUTION: A detection unit 21 detects that a door of a residence has been unlocked. A position specifying unit 22 specifies a position of each of one or more user terminals corresponding to the residence. When it is detected that the door has been unlocked, a notification unit 23 transmits notification data indicating that the door has been unlocked to a user terminal among the one or more user terminals corresponding to the residence, whose position is outside a reference range based on a position of the residence.SELECTED DRAWING: Figure 2
