To provide a mixed cement composition capable of contributing to reduction of an environmental load by increasing a blended amount of an admixture, and exhibiting excellent intensity, and production method therefor.SOLUTION: There is provided a mixed cement composition including: a cement clinker; gypsum; lime stone; and inorganic powder. A total content of the lime stone and the inorganic powder is greater than 5 mass% and equal to or less than 20 mass%, and with the total content of the lime stone and the inorganic powder as a reference, the content of the inorganic powder is 0.1-90 mass%. Included components of the inorganic powder satisfy the following formula (1), the following formula (1) is: [(CaO)-(f-CaO)]/[(SiO2)+(Al2O3)]≥0.20.SELECTED DRAWING: None
