To provide a roof substrate material with excellent waterproofness, nail hole water cut-off performance and workability, and a roof structure provided with the roof substrate material.SOLUTION: In a roof substrate material 20 provided with a roofing board 21 and a water-proof sheet 22 covering the roofing board 21, and on which a roofing material 10 is attached, the roofing board 21 is composed of medium density fiberboard having a density of 0.7 or more and less than 0.85 and a water absorption rate of 15% or less, and the water-proof sheet 22 is configured to have a sheet body 22a and an adhesive layer 22b formed on the bottom surface of the sheet body 22a.SELECTED DRAWING: Figure 3
