To provide a technology that facilitates connecting work of a winding cord and other members.SOLUTION: An operating device 1 for a solar shielding device comprises: winding cords 21a and 31a which are used to elevation operation of a shielding material which is supported in an elevatable manner to an elevation shaft rotatably supported in a head rail of the solar shielding device so as to be used for elevation operation of the shielding material; cord pulleys to which one ends of the winding cords are fixed and which are rotatable so as to wind and pull out the winding cords 21a and 31a; springs that are engaged to the cord pulleys to bias the winding cords 21a and 31 always in a direction to be wound around the cord pulleys; and a container 10 that houses the cord pulleys. The container 10 may be engaged with the winding cords 21a and 31a under a state where the winding cords 21a and 31a are pulled out, and comprises a locking part 90 that prevents the winding cords 21a and 31a from winding back into the container 10 against the biasing force of the spring.SELECTED DRAWING: Figure 9
