To provide a technology for eliminating annoyance of a member user to operate a mobile communication terminal in order to unlock or lock a car sharing vehicle.SOLUTION: A car sharing management server comprises: terminal position data reception means for receiving terminal position data together with a member ID; vehicle position data reception means for receiving vehicle position data together with a vehicle ID; and unlocking/locking determination means for determining whether or not approval of unlocking or locking is allowed, by determining whether or not the terminal position data, the vehicle position data, and position data of a car sharing station where the vehicle is to be stored are within a prescribed distance.SELECTED DRAWING: Figure 2
