To provide a vehicle anti-theft device which is difficult to be cut and fusion cut.SOLUTION: A vehicle anti-theft device 1 includes an arm part 11 which is mounted at a predetermined place of a vehicle and restricts predetermined operation of the vehicle, and a fixing part 12 for fixing the arm part 11. The arm part 11 includes a first layer 21 where alumina and a resin material are mixed, and a second layer 22 which is arranged inside the first layer 21 and contains stainless steel. At least a part of outside of the second layer 22 is coated with chromium, the outside of the second layer 22 has unevenness, and a linear material 24 containing titanium or iron is provided between the first layer 21 and the second layer 22.SELECTED DRAWING: Figure 2
