To adequately determine a state of a road surface of a road even if temperature is different.SOLUTION: A calculation device 14 includes: an acceleration acquisition part 32, which acquires acceleration of a shock absorber SU of a vehicle 10 detected by a sensor disposed on the vehicle 10 running on a road R; a temperature acquisition part 34, which acquires hydraulic oil temperature of the shock absorber SU detected by the sensor disposed on the vehicle 10; and a road surface state calculation part 40, which calculates a road surface state of the road R based on the acceleration of the shock absorber SU during running and the hydraulic oil temperature of the shock absorber SU.SELECTED DRAWING: Figure 4
