To finely grasp a road surface state at each position.SOLUTION: A calculation device includes: a road surface information acquisition part that acquires a road surface height information indicating a height position in a vertical direction of a road surface of a road R for each road surface position on the road R; an IRI calculation part, which calculates IRI in a first section S1 of a unit distance on the road R and IRI in a second section S2 of length exceeding the unit distance and less than twice the unit distance based on the road surface height information for each road surface position; and a road surface state calculation part, which calculates IRI at a non-overlapping section S3 that does not overlap the first section S1 in the second section S2 based on IRI in the first section S1 and IRI in the second section S2.SELECTED DRAWING: Figure 5
