To provide a method and formwork for reinforcing or repairing piers that can control cracks, fissures, and other defects in the reinforcing or repairing filler.SOLUTION: In a repairing or reinforcing method of the pier erected in water, a formwork is arranged so as to cover a repairing or reinforcing place of the pier, a first space to be a filling layer of a cement material is formed between the pier and the form, and a second space to be a heat insulating layer is formed between the water and the first space.SELECTED DRAWING: Figure 4
