The stirring device comprises: a rotating shaft; a plurality of stirring blades rotating with a rotation of the rotating shaft to excavate and stir soil; a movable blade attached so as to be rotatable in a rotating direction of the plurality of stirring blades so as to shield a part of the front of the plurality of stirring blades; and a fixed hood surrounding the above and sides of the plurality of stirring blades.
