To sufficiently prevent freezing of a road surface while improving the workability of a paved road even on a soft ground.SOLUTION: A roadbed (18) is laid on an upper side of a soft roadbed (12) having a roadbed soil bearing capacity ratio of 0.5 or more and less than 3.0, a heat insulating material layer (24) is laid between the roadbed (12) and the roadbed (18), and a geotextile (26) is laid between the roadbed (12) and the roadbed (18).SELECTED DRAWING: Figure 1
