To be able to prevent to-be-protected sites or buildings from being flooded by easily setting up waterproof walls in the event of flooding on usually passable roads and passageways for vehicles and people.SOLUTION: At least on a road or passageway leading to a site or building and used by vehicles and people, a continuous sheet storage groove part 2 including a waterproof sheet fixing part is dug, and an openable and closable lid 10 that covers the sheet storage groove part and a pillar storage hole 5 that is separated from the waterproof sheet fixing part and can store a pillar 4 are provided; in usual time, a waterproof sheet is stored in the sheet storage groove part and a pillar is stored in the pillar storage hole, allowing vehicles and people to pass over the lid covering the sheet storage groove part, while in the event of flooding, the pillar is pulled up from the pillar storage hole and fixed into the pillar storage hole, and the lid opens and the waterproof sheet is pulled up from the sheet storage groove part and the upper part is fixed to multiple pillars.SELECTED DRAWING: Figure 2A
