To perform a work of drilling an underground hole and a work of inserting a core material into the underground hole without replacing a construction machine.SOLUTION: An excavating and agitating device comprises: a rotating device and a vibration generating device that move along a leader, and a rod which has an excavating and agitating portion connected to a tip thereof and which is imparted with a rotational force by the rotating device and vibration by the vibration generating device. A lifting device having a lifting hook that rises and falls in a position that does not interfere with the rotating device and the vibration generating device is supported on the leader.SELECTED DRAWING: Figure 3
