The present invention relates to a method to construct an underground cutoff wall, capable of completely blocking water with respect to a water passing part between a sub wall and a main wall. According to the present invention, the method to construct an underground cutoff wall comprises: a main casing preparation step; a sub casing preparation step; a sub through-hole perforation step; a temporary main casing installation step of temporarily installing a main casing in a sub through-hole (2); a sub casing insertion step of inserting and installing a sub casing in the main casing; a sub casing outer side filling step of filling a cutoff material in a space between the main and sub casings, wherein a first cutoff material filling part (3) is formed outside the front and rear sides of the sub casing; a temporary main casing removing step; a sub wall forming step of depositing concrete in the sub casing to form a sub wall; a sub casing removing step; a main through-hole perforation step; a main casing installation step of installing the main casing in a main through-hole; and a main wall forming step of depositing concrete in the main casing to form a main wall, and removing the main casing to block the water passing part between the sub and main walls with the first cutoff material filling part (3).
