본 발명은 고분자 및 탄소나노튜브를 기반으로 제조되며, 적절한 두께와 폭을 가지고 있는 발열체로, 도로 또는 활주로의 진행방향으로 수직으로 매설되되, 발열체 전면에서 발생된 열이 도로 또는 활주로의 지표면까지 전달되어 눈, 서리 또는 블랙 아이스 등을 녹일 수 있는 발열체 및 이의 시공방법에 관한 것이다.
