According to the present invention, the present invention provides advantages of conveniently installing and uninstalling the mounting plate (10) on the first and second arms (90, 90 '), safely fixing the mounting plate (10) to the first and second arms (90, 90 '), enabling workers to use necessary items not prepared during repair work, periodically checking the wind strength around an overhead power distribution facility, and quickly and conveniently cutting off electricity flowing through the overhead power distribution line in case of an emergency.
