In an embodiment of the present invention, provided is a method for manufacturing a waste recycled construction material containing hazardous heavy metal and a hazardous organic compound which provides various uses of an eco-friendly waste recycled concrete composition that does not elute hazardous heavy metal and a hazardous organic compound by manufacturing waste containing hazardous heavy metal and a hazardous organic compound into highly durable concrete, artificial aggregate, aggregate for landfill, etc. by using inorganic hardeners without a pretreatment process such as heating or the like.
