The present invention relates to a sandwich panel having incombustibility, which comprises: an inorganic fiber-based core material which includes an organic content of 3.0 to 9.5 parts by weight with respect to the total weight; an adhesive layer which is formed on both sides of the core material, and is formed by applying 70 to 400 g of an adhesive composition with respect to 1 m^2 of the surface area of the core material; and a metal layer which is formed on the adhesive layer on both sides of the core material. The adhesive composition includes a solid flame retardant, a liquid flame retardant, a dispersant and a urethane-based prepolymer.
