Disclosed is a construction device for an underwater structure. The construction device for an underwater structure is to construct an underwater structure which is a foundation constructed to strongly support a structure on an underwater bedrock. According to the embodiment of the present invention, the construction device for an underwater structure includes: a cylindrical cutting casing vertically installed under the water and cutting the ground or the bedrock under the water in a circular form while a driven gear and a bit are mounted on an upper end and a lower end and rotate; at least one grouting unit installed along the outer circumference of the cutting casing by being formed in the shape of a hollow pipe; and a driving unit providing a rotation force to the cutting casing and driving the cutting casing. The cutting casing receives a driving force of the driving unit through the upper end as the driven gear of the upper end is connected to the driving unit. The cutting casing also has a space capable of working by being formed in the shape of the hollow pipe.
