An arithmetic unit analyzes, from operation performance record data indicating an operation performance record per dump truck status, the relationship between the number of assigned dump trucks and a wait time for loading of dump trucks as a congestion state; calculates the working times of dump trucks required in each status from the operation performance record data; estimates the capacities of dump trucks and the capacity of a shovel on the basis of the calculated working time; corrects the estimated capacities of dump trucks by the result of congestion state analysis; and calculates, on the basis of the corrected capacities of dump trucks and the estimated capacity of the shovel, a recommended assignment of dump trucks for making the maximum use of the shovel capacity.
