The present invention relates to a honeycomb panel filled with an eco-friendly semi-incombustible foam, and relates to: a composition for forming an eco-friendly semi-incombustible foam, comprising a phenol-based composition, a urethane-based resin, graphite, and gypsum, wherein the phenol-based composition comprises a phenolic resin, a surfactant, a foaming agent, and a curing agent; a honeycomb panel filled with an eco-friendly semi-incombustible foam formed by foaming the composition for forming an eco-friendly semi-incombustible foam; and a method for manufacturing the honeycomb panel filled with an eco-friendly semi-incombustible foam.
