The present invention is an excavation and agitation device that discharges, to the ground, a cement slurry to which a water-soluble fluorescent dye of a prescribed concentration has been added, the device comprising: a rotating shaft 3 that rotates in the ground about a vertical axis; an excavation blade 5 that is axially attached to the rotating shaft 3 and excavates soil; a light source 6 that radiates black light onto a soil improvement body in the ground; and a measuring apparatus 7 that measures the soil improvement body irradiated with the black light from the light source 6, wherein the light source 6 and the measuring apparatus 7 are raised and lowered integrally with the excavation blade 5. The present invention is provided with a control unit 20 that derives a luminance rate on the basis of the output of the measuring apparatus 7, compares the derived luminance rate and a predetermined threshold, assesses whether a mixed state of the cement slurry is permissible or not, and when the mixed state is permissible, allows the excavation blade 5 to proceed.
