The report contains an overview of population trends and housing in California and a list of the cities and counties within the State with adopted housing elements. Also contained is a statement of the critical housing issues to be addressed in the final housing element for the State. These issues include: housing needs, housing conditions, State housing goals, cost in housing supply, relationship of environment to cost and supply of housing, role of federal programs, code enforcement, and government organization as it relates to the cost and supply of housing. Report also contains a compilation of 1970 census data for SMSAs and counties throughout the State.
