The report describes the project which provides a diked area at Times Beach in the Outer Buffalo Harbor, for containment of dredged spoil from Buffalo River. Dredgings from the Buffalo River and vicinity are polluted from municipal and industrial effluents. Prior to the completion of Diked Disposal Areas 1 and 2, this material was open-lake dumped. It has now been possible to suspend this unsatisfactory practice due to the availability of the disposal areas. During construction of the dikes, some dust and noise was created. Local access to Times Beach has been limited and a portion of this area has lost its identity as a terrestrial ecosystem.
