Abstract As coordinator for the criteria and loading group I was frequently reminded during our deliberations at the Third International Conference in January, 1986 of the important benchmark, provided by the Monograph, published a few years ago. When one returns to the document, it establishes our state of knowledge; one can see what progress has been made since and what problems are still outstanding.
