STATE ORGANIZATIONS FOR WATER RESOURCES PLANNING
Hampered by inadequate staff and funds, a tangled network of boards and committees, and the absence of comprehensive statewide planning, state water resources planners have been handicapped in implementing the administrative machinery necessary to integrate planning objectives. Although states have leaned heavily upon the Federal government for water planning and development in the past, recently many have taken steps to implement statewide water planning programs of their own. Consolidation of natural resources functions in a single state agency or the establishment of a central council of department heads are two alternative organizational approaches recommended for accomplishing the coordination and cooperation necessary.
