Planning for State Water Resources Administration
This article discusses four basic responsibilities of any state determined to implement a water development and management program: to determine the state water needs in sufficient detail to provide guidance to policy objectives; to provide for the implementation of policies through state assistance and coordination with the local and federal levels of government; to build the legal framework necessary for implementation of policies; and, to focus responsibilities for the development of policy and the coordination of state water programs in one agency, even though several agencies may collect data, carry out investigations, and enforce laws.
