According to the technical scheme, a traditional sleeper pavement method, perpendicular to steel rails, is changed, the longitudinal and transverse combination sleeper is adopted to bear the pressure of wheels; a sleeper unit III is paved on two steel rails transversely, two longitudinal sleeper units are paved below the steel rails along the steel rails, then a sleeper unit III is paved transversely, a combination is obtained, pavement is performed sequentially, elastic material fills between the bottoms of the steel rails and longitudinal sleeper top bearing grooves, load is borne through a double-layer beam composed of the longitudinal sleeper units and steel rails, a force bearing module is fine, and borne force is large.
