The invention discloses a cement stabilizing agent comprising, by weight, 0.2 to 0.5 part of polyvinyl formal, 2.5 to 3.5 parts of ammonium chloride, 1 to 2 parts of one or both of fly ash and zeolite, 0.05 to 0.2 parts of one or both of sodium nitrite and sodium hyposulfite, 4 to 6 parts of diglycol, and 2 to 3 parts of syrup. The invention provides a preparation method of the cement stabilizing agent mainly containing ammonium chloride, which can overcome the problem of poor cement stability. The cement stabilizing agent containing ammonium chloride can make the free calcium oxide in the cement to be converted, improve the strength, and has qualified cement stability.
