The invention relates to the technical field of building materials, and particularly discloses a cement stabilizing material and a preparation method thereof. The cement stabilizing material is prepared from a base material and water, and the weight of the water accounts for 5-8% of the total weight of the base material; the base material is prepared from the following raw materials in percentage by weight: 1.5-6.7% of cement, 60-82% of regenerated coarse aggregate, 15-33% of natural fine aggregate and 0.5-2% of an activating agent; and the activating agent is selected from one or more of a silane coupling agent, a titanic acid coupling agent, an organic silicon resin solution, a paraffin emulsion and emulsified asphalt. The regenerated coarse aggregate is treated by the activating agent, the water absorption rate of the regenerated coarse aggregate can be reduced, the cement stabilizing material prepared according to the proportion design is good in strength, and the prepared highway base is good in strength.
