The invention relates to a thermal radiation device used for preventing a road surface from icing and taking wind power generation as a power supply and belongs to the technical field of application of road traffic safety facilities. When the weather becomes cold, an ice layer needs to be prevented from being formed on a road surface at a street corner or a lane entrance; a thermal radiation device is arranged on one side or each side of a road so that the road surface needing to be prevented from icing is in a thermal radiation region created by the thermal radiation devices; a wind power supply device is erected at the proper place so that a wind energy storage device can provide power to the whole device; when temperature and humidity data information input by a temperature and humidity detector is in a temperature and humidity numerical value range needing to start icing prevention, a working program of the icing prevention is started by a control circuit; the control circuit conveys current to a thermal radiation controller through a conductor wire and the thermal radiation controller starts to work; the thermal radiation controller controls a thermal radiation emitter to emit heat energy; a guide emission cover is used for collecting the heat energy emitted by the thermal radiation emitter and radiating the heat energy into a set region.
