The invention provides a pumping hydraulic system and a concrete pump truck. The pumping hydraulic system comprises a first oil main cylinder, a second main oil cylinder and a main reversing valve. An inlet of the main reversing valve is connected to a hydraulic source, a first working opening and a second working opening of the main reversing valve are connected to the first end of the first main oil cylinder and the first end of the second main oil cylinder respectively, and an oil returning opening of the main reversing valve is connected to an oil tank through a switching device; and the switching device comprises a first oil returning path and a second oil returning path, a pressure switch valve is arranged on the first oil returning path, the pressure switch valve is started under the preset pressure, and the second oil returning path is connected to the oil tank through a radiator. According to the technical scheme, on one hand, returned oil can be cooled to enter the oil tank through the radiator; and on the other hand, the pressure switch valve is arranged, when the oil returning pressure is larger than the preset value, the returned oil directly flows into the oil tank through the pressure switch valve, and it is ensured that the phenomenon that due to the too high oil returning pressure, the radiator is damaged is avoided.
